Dover Township, as required by the Second-Class Township Code, authorized the advertisement to receive competitive bids for the collection of refuse and recycling from July 2025 through June 2030. The Township received four bids and the bid tabulation can be found at https://www.dovertownship.org/refuse-recycling-bid-tab-results/. On July 1, 2025, Dover Township will begin a new contract with the lowest bidder, Penn Waste for refuse and recycling collection. There should be little disruption in your service as Penn Waste is the Township’s current waste hauler. Residents will have several options for the removal of trash and recyclables.
The regular service will start at $335.40 for a year for July 2025 to June 2026. Regular weekly service includes regular volume trash pick-up utilizing a ninety-six (96) gallon toter, weekly recycling with a sixty-four (64) gallon toter, large item pick-up including Christmas tree removal in January, and unlimited brush one Saturday each calendar month. The Low Volume Service will start at $261.24 for July 2025 to June 2026. This includes low volume trash utilizing a thirty-two to thirty-five (32-35) gallon toter, weekly recycling with a sixty-four (64) gallon toter, large item pick-up including Christmas tree removal in January, and unlimited brush pick-up one Saturday each calendar month. The Recycle Only service will start at $195.60 per year for July 2025 to June 2026. This includes weekly recycling pick up utilizing a sixty-four (64) gallon toter, large item pick-up including Christmas tree pick-up in January, and unlimited brush pick up one Saturday each calendar month. Increases will occur yearly in July during the length of contract as well as in January if there is an increase in the tipping fee charged for the processing of municipal waste by the York County Recovery Center.
The Township will continue to conduct leaf collection in the fall.
Bulk item pick up includes refrigerators, stoves, dishwashers, hot water heaters, washing machines, dryers, freezers, chairs, rolled carpet, desks, bureaus, tables, mattresses, box springs, bed frames, sofas, bundled wood, lawn mowers, bath tubs, toilets, sinks, windows, window screens, doors, similar household items and two (2) tires without rims that do not exceed an outside diameter of thirty -two (32) inches or a maximum tread width of twelve (12) inches.

Collection of refuse and recycling will occur weekly between the hours of 6:00 a.m. and 6:00 p.m.
