Little Conewago Restoration Master Plan
The York County Stormwater Consortium identified the area on the above plan as a potential Pollution Reduction Project under the Chesapeake Bay Pollution Reduction Plan. Dover and West Manchester Townships funded a Feasibility Study that was performed by Land Studies in 2021 by sharing the $12,000 cost of the study. The study identified the potential for the creation of flood capacity, reduction of sediment, phosphorus and nitrogen and an opportunity for passive recreational opportunities.
In 2022, Dover and West Manchester Townships pursued funding from the York County Stormwater Consortium to complete the design and permitting for this project. $235,000 was granted from these regional funds. We are presently waiting for the last permit approval under this grant to be issued by the Department of Environmental Protection. Our Team worked with Land Studies on several applications to the Susquehanna River Basin Commission, National Fish and Wildlife Federation and the Pennsylvania Department of Environmental Protection’s Growing Greener Program with no success through 2022/2023. However, the FEMA/Building Resilient Infrastructure and Communities Grant is the source that determined that the project was worth funding at $5.83 million!
Additionally, the York County Stormwater Consortium granted funds in 2023 of $162,000 to be used toward pre-construction services. We recently found out that York County (CAP) Countywide Action Plan Funds from the Pennsylvania Department of Environmental Protection in the amount of $337,337 will also be made available to finalize the funding for this approximately $6.5 million dollar project. We anticipate to begin construction late 2024 into 2025 with additional grants to be written for the recreational components noted on the master plan drawing in the future.
